The Caribbean Nationality (CBI) programs proves its worth through agreements with many countries worldwide, adding a new enhancement to its program.
A special agreement was signed in Doha in April between the State of Qatar and the countries offering the Caribbean Nationality by Investment (CBI), known as CARICOM. The agreement focused on air connectivity and bilateral cooperation.
The cooperation was specifically signed with the Commonwealth of Dominica and Grenada, two Caribbean countries offering Caribbean Nationality after investing in infrastructure projects or real estate.

Two governments offering the Caribbean Nationality signed an agreement with the State of Qatar regarding air connectivity and bilateral cooperation between Qatar and Dominica on the one hand, and Qatar and Grenada on the other.
More specifically, it was agreed to operate unlimited passenger and cargo flights with full transit rights between Qatar, Grenada, and Dominica, as part of a Memorandum of Understanding and Initial Air Services Agreement between these countries.
These agreements were signed on the first day of the International Civil Aviation Organization (ICAO) Conference, held in Doha, Qatar, from April 14 to 17.
These two bilateral agreements highlight the commitment of Qatar and the countries offering Caribbean citizenship to building global strategic partnerships and enhancing their global mobility. They are expected to deliver significant benefits in the areas of tourism, trade, and foreign direct investment.
The agreement between the Commonwealth of Dominica and Qatar was signed by the Honourable Denise Charles, Minister of Tourism of Dominica, and His Excellency Mr. Mohammed Faleh Al-Hajri, President of the Qatar Civil Aviation Authority.
The announced agreement between the two countries focused on establishing a direct air route between them, in addition to other sectors, most notably civil aviation, investment, and tourism.
The cooperation statement stated that the agreement signed between the two countries represents a pivotal step in improving air connectivity between the Caribbean region and the Middle East in general, and not just between Dominica and Qatar.
In addition to airspace, this agreement provides new economic and tourism opportunities by opening channels of communication with new markets for investors and travelers, especially holders of the Dominica Passport via Investment.
For its part, the Dominican Ministry of Tourism expressed its gratitude for Qatar’s important initiative and emphasized that this agreement will open promising horizons and opportunities in the fields of investment and tourism, expand the international business base for both parties, and support the infrastructure of the Caribbean region.
The ministry’s statement indicated that “this agreement represents the beginning of comprehensive cooperation between the two countries in various aspects of civil aviation development, paving the way for improving air connectivity, building capacity, and opening new horizons in the fields of aviation and tourism.”
This move reflects Dominica’s determination to enhance its international reputation and strengthen its Citizenship by Investment Program, ensuring it remains among the best in the Caribbean. It also reflects Dominica and Qatar’s commitment to strengthening bilateral relations by improving international mobility between the two countries.
In parallel with the signing of the agreement with Dominica, Qatar also signed an agreement with Grenada, another country offering a Caribbean Nationality program. The agreement included joint cooperation between the two countries in the field of air transport.
The agreement was formalized during the same International Civil Aviation Conference held in Doha. The State of Qatar was represented at the conference by His Excellency Mr. Jassim Saif Ahmed Al-Sulaiti, Qatar’s Minister of Communications, and His Excellency Mr. Deacon Michel, Prime Minister of Grenada.
The overall objective of the agreement was to facilitate international travel between Qatar and countries offering Caribbean Nationality programs, in addition to supporting economic and tourism relations between the two countries.
As confirmed by the official website of the Qatar Civil Aviation Authority, Qatar is considering expanding Qatar Airways flights to new promising global markets. Beside, this second step towards the Caribbean region reflects Qatar’s commitment to strengthening its strategic agreements with these countries.
