Saint Kitts and Nevis citizenship topped the CBI’s 2025 list of the best citizenship programs with a score of 78. This builds on its solid reputation following a series of changes and improvements to the program, most recently the launch of a digital application processing channel and the creation of a biometric channel to screen applicants as part of the due diligence process.
Dominica ranked second on the list with a score of 73, enhancing the value of its program, despite losing visa-free access to the UK. Grenada ranked third for its inclusive approach to dependents, while Saint Lucia ranked fourth and Antigua and Barbuda fifth.
Newcomer Nauru ranked sixth with a score of 62. Its clean energy-focused program, despite its untested status, is expected to be a challenging choice in the coming years. Vanuatu ranked seventh after several improvements to its due diligence process, despite losing access to some key countries.
In Europe, Malta ranked seventh after abolishing its MEIN program and launching a new merit-based citizenship program. Turkey ranked ninth thanks to its travel benefits, while newcomer São Tomé and Príncipe ranked tenth, demonstrating the geographical diversity of the 2025 list of the best citizenship programs.
Egypt ranked eleventh due to a lack of transparency despite the variety of investment options available. Austria ranked twelfth due to its costly program, followed by Jordan and Cambodia, which ranked thirteenth and fourteenth, respectively, after failing to issue clear updates in recent years.
