The Government of Dominica continues to strengthen its Dominica Nationality by Investment Program as part of its efforts to restore visa-free travel to the United Kingdom, following the imposition of visa requirements in July 2023.
These efforts are part of a broader strategy to enhance the credibility of Dominica Nationality by Investment among the international community and rebuild confidence in it.
Prime Minister Roosevelt Skerrit affirmed that this issue is a “national priority,” confirming that his government is addressing all the security and legal concerns that prompted the UK’s new visa policy.
UK’s Decision on Dominica Nationality by Investment

In July 2023, the UK Home Office announced the implementation of visa requirements for Dominican citizens following a review of the Dominica Nationality by Investment Program, which was deemed to require more stringent due diligence.
The decision affected all travelers from Dominica—even those transiting through UK airports—with a transition period extending until August of that year.
This move came as a shock to many Dominica Citizenship by Investment holders, who had long enjoyed visa-free entry to the UK.
London clarified that this action did not indicate a diplomatic rift, but rather reflected an intention to strengthen border security and immigration controls.
In response to UK concerns, the Dominican government introduced a series of unprecedented reforms to the Dominica Nationality by Investment Program, including:
▣ Signing a Memorandum of Understanding with other Caribbean countries to standardize security screening standards.
▣ Raising the minimum investment threshold to US$200,000 to ensure applicants’ compliance and credibility.
▣ Establishing a regional due diligence body to review investor applications.
▣ Enabling the direct exchange of financial and security information between participating countries.
These measures underscored Dominica’s commitment to transparency and helped restore its reputation as one of the safest and most reliable Caribbean citizenship programs.
In October 2025, Prime Minister Roosevelt Skerrit announced continued dialogue with the British government regarding the reinstatement of visa-free entry.
During a press conference, Skerrit stated:
“We continue to engage with them, and I hope the UK will take these matters into account when finalizing this regional agreement and reinstating visa-free travel for Dominica.”
He also noted a positive letter he received in 2024 from former UK Home Secretary James Cleverly, expressing Britain’s openness to reconsidering the decision after reviewing Dominica’s reforms.
Skerrit emphasized that a change in the UK government “will not derail the progress of these negotiations,” adding that Dominica is “determined to restore its former standing.”
Visa-free entry goes beyond administrative convenience; it is a cornerstone of Dominica’s appeal as one of the world’s most attractive nationality by investment programs.
Since the suspension of this scheme, citizens and investors alike have faced challenges traveling to the UK for tourism, business, or even transit.
Restoring visa-free status will renew investor confidence, confirm the success of government reforms, and positively impact trade and tourism relations, demonstrating Dominica’s ability to balance investment attraction with national security.
The UK is preparing to implement an Electronic Travel Authorization (ETA) for all visa-free countries to facilitate short-term travel.
Prior to July 2023, Dominica was automatically eligible for the program, but the implementation of visa requirements has led to its temporary removal from the list.
The Dominican government hopes that the reinstatement of the visa waiver will enable its citizens to join the Electronic Travel Authorization (ETA) system, which allows for online pre-authorization and multiple entries for up to two years without the need for a traditional visa.
This advancement will restore Dominica Nationality by Investment Program to its position as one of the strongest second citizenship options globally in terms of travel freedom.
Prime Minister Skerrit expressed confidence in the ongoing dialogue, saying:
“We believe the steps we have taken put us in a strong position. We remain committed to maintaining this respectful and transparent dialogue with the UK.”
He added that the government “will continue to work tirelessly to ensure that the UK appreciates Dominica’s reform efforts.”
Skerrit believes these measures will soon lead to the reinstatement of visa-free travel, restore the flexibility previously enjoyed by citizens, and boost investor confidence in Dominica Nationality by Investment.
Through its current trajectory, Dominica demonstrates not only its defense of its national interests but also a clear determination to improve its legislative and administrative frameworks to align with the highest international standards.
Reinstating visa waivers with the UK would not only represent a diplomatic success, but also a testament to the maturity and sustainability of Dominica Nationality by Investment Program.
